Gudrun Biffl obtained the Ph.D. in Economics from the University of Newcastle/Tyne, United Kingdom, in 1975. She then was Senior researcher in the Austrian Institute of Economic Research in Vienna, Austria (1975-2009). In 1993, she became associate professor of the University of Economics and Business Administration in Vienna (Habilitation in labour economics).
In 2008, she took up a chair in the Danube University Krems on Migration Studies and became head of the Department for Migration and Globalisation, 2010 also of the Department Knowledge and Communication Management; from 2010-2015 she was Dean of the Faculty Business and Globalisation. In October 2017 she retired.

Biffl is a labour economist and business cycle analyst; her research focus is on various aspects of labour markets, education and migration, institutional change, industrial relations and health issues.

She is consultant to the OECD on migration since 1977 (SOPEMI correspondent, expert group on migration). She is peer-reviewer of EU labour market policies for the European Commission, advisor to the EC on migration as the national expert of the national contact point of the European Network on Migration (emn), policy advisor to various Austrian Ministries, in particular the Ministry of the Interior (member of the Migration Commission), the Ministry of Europe, Integration and Foreign Affairs (member of the expert council on integration of migrants), the Ministry of Economic Affairs and Labour and the Ministry of Education and Science.

She is also chair of the board of the Federal Austrian Statistical Office (appointment by the prime minister), member of the steering committee of the Austrian contact point of the European Migration Network EMN, member of the scientific council of the Sir Peter Ustinov Institute (on research against prejudice), member of the scientific council of the Academy of Future Studies of Upper Austria, member of the scientific council on Research on Ageing in the University of Applied Science of Carinthia and member of the scientific council of the Waldviertel Akademie. Between 2014 and 2017, she was deputy chair of the scientific council to the Economic Research Institute EcoAustria.
